POSITION: External Project Evaluator
COMPENSATION: Lump-sum, 1,500 € before tax and bank transfer commission.
LOCATION: Remote, but with flexibility to travel to the Balkans.
VACANCY TYPE: Academic and Administrative
DISCIPLINE: Any discipline, but with track-record experience in HEIs in the Balkans.
RESPONSIBILITES: Evaluate the implementation of the activities and objectives of the project and provide the Final report.
KEY QUALIFICATIONS:
- Hold a university degree (a PhD tittle is considered an additional merit).
- At least three years of experience in coordination or management of EU-funded projects.
- Demonstrated expertise and deep understanding of relevant project subject and area.
- Advanced abilities in writing, research, and analytical thinking.
- Fluency in both spoken and written English.
- Able to work both independently and in close collaboration with the coordinator and partners of the project.
- Excellent organizational, analytical, interpersonal, and proactive problem-solving skills.
- Familiarity with or experience in higher education institutions in the Balkans.
- Previous involvement in external evaluations or reviewer roles is advantageous.

The project aims to support the learners and educators in Kosovo and Albania in the path to digital transformation within the whole Education System chain, focusing on strengthening the digital competencies through a specific program and across general courses.
The project intends to strengthen the computational thinking in schools through the following project objectives:
- Analyse the learning path of IT related subjects in the Core Curriculum of pre-university studies in Kosovo and Albania
- Establish a task force of Educational Technologists that will have the main responsibility for transforming the education processes through technology in the school system.
- Create open learning resources for specific subject and offer through the eLearning repository
- Train and retrain the IT teachers with the new digital competences with respect to their learning materials
- Modernise the existing teacher education programs and courses in Kosovo and Albania by including ICT competences.
The consortium is set up by eleven partners, six from Kosovo, two from Albania, and three from program countries, namely Sweden, Norway and Finland. HEI partners were selected on the basis of their expertise and experience related to the project. The project is led by University of Prishtina and implemented by the following partners: Linnaeus University, Sweden; Norwegian University of Science and Technology, Norway; Oulu University, Finland; University of Tirana, Albania; University of Prizren, Kosovo; Kosovo Accreditation Agency; Ministry of Education, Science, Technology and Innovation, UBT College, Kosovo; KCDE NGO Kosovo; Polytechnic University, Albania.
This project is funded by the Erasmus+ Programme CBHE.

The External Project Evaluator of the TKAEDITE.eu project will:
- Evaluate the implementation of the activities and objectives of the project and provide the Final report;
- Evaluate the quality of the deliverables according to the indicators specified on the Logical Framework of the project;
- Provide guidelines and recommendations for the improvement of the quality of the deliverables, applicable beyond project end date;
- Prepare and submit the Final External Report before 30.04.2026 which will be submitted to EACEA for further evaluation.
